Dr Elke Topp (Chairperson of the Board)

Dr Elke Topp was elected to the Board of Governors of the University of Münster in March 2013. Born in Stolberg/Rhineland in 1962, she studied Law at the Universities of Freiburg and Münster. In 1995 she earned her PhD at University of Münster, for which she was awarded the University's Dissertation Prize.

Dr Topp worked as a research assistant at the Chair of Public Law (Building Law, Planning Law and Environmental Law) under Prof Dr Hoppe from 1992 to 1995. Starting in 1995 she headed the Debt Management Department in the State of Baden-Württemberg. In 1998 she transferred to the State’s Court of Audit where she was made director of Human Resources and later head of the Office of the Auditor General.

Dr Topp has served as director in the Court of Auditors of the State of Rhineland-Palatinate since 2004 and is also a member of its advisory board.
