In her contribution to the journal “Zeitschrift für Umweltrecht” ZIN-member Prof. Sabine Schlacke reflects upon the climate conference COP23 that took place in November 2017 in Bonn. Many ZIN-Members participated in different events during the conference.
According to Prof. Schlacke, the past conference in Bonn acted as a stopover on the way to the following conference COP24 that will be hold in Poland in December 2018. The question of financing climate protection and the allocation of responsibilities of industrialized countries and developing and emerging countries were at the center of debates at COP23, according to Schlacke. The initiated dialogue between states and non-state actors could be seen as one of the main achievements of the conference and the Fijian presidency. Equally, the newly brought attention to topics such as a Gender-Action-Plan and a forum for local communities and indigenous people were a success of the conference. Prof. Schlacke sees the formation of “coalitions of the willing” as an additional and expedient measure towards fighting climate change.
