Abstract
Germany still has considerable potential to reduce energy consumption at the household-level. In particular, the replacement of electricity-based room heating with more energy efficient heating options could contribute to important savings. Although the replacement of electricity-based heating systems has attracted increasing attention within the German debate on energy efficiency, it still lacks a sufficient policy response. In contrast, Denmark has made significant progress in leveraging the energy savings potential in this segment. With the development and implementation of a focused policy, the country was able to reduce electricity consumption for room heating by 46 percent between 1996-2008.
The objective of this study is, therefore, to analyze the Danish case to extract relevant lessons for the German context. The study begins with an assessment of the underlying framework conditions in Denmark. It then analyses the development and outcomes of the chosen policy mix, in order to identify the main determinants of its success. On this basis it explores options for optimizing the German policy addressing the consumption of electric heat in private households.
