Abstract
This paper reviews the current literature on policy interventions aiming to influence
household electricity demand. For this, the article integrates findings from economics – in
particular behavioural economics – psychology, sociology and political science.
Discussing empirical findings on effective policy interventions requires a reflection of the
reasons behind the remarkable diversity and, to some degree, even ambiguity in the
results. An explanation might be the heterogeneity among the modelling assumptions
underlying the different empirical studies. Therefore, this paper, first, examines the
complexity of household behaviour along with the challenges and limits of modelling this
behaviour. Second, the empirical findings are presented and discussed against this
background.
