Abstract
This paper aims at presenting a compilation of instruments adopted in OECD-countries to influence electricity consumption of private households. In doing so, the paper focuses on the barriers which have to be overcome and explains typical intervention approaches on the basis of current good practice. At the same time, this article tries to find out to what extent the effectiveness of the instruments depends on other instruments and certain framework conditions.
This structured review provides information for the network partners of an interdisciplinary research project. This research project intends to find results on the effects of political instruments aiming at a reduction of electricity consumption in private households by applying methods from behavioural psychology and sociology as wells as a detailed policy analysis on macro and micro levels. The presented portfolio of instruments provides one clear basis for the later selection of promising policy options to transfer to Germany.
