At this year's conference of the Competence Center for Sustainable Municipal Finance Policy (NKFP) on 14.11.2018 at NRW.Bank, the focus was on “Municipal standards in comparison”: Different standards exist when comparing cities and also countries. What are the reasons for this and what impact does it have? This year, the expert audience discussed this with Dr. Michael Thöne (Finanzwissenschaftliches Forschungsinstitut, Cologne) and Dr. Ulrich Keilmann (Hessischer Rechnungshof, Darmstadt), who spoke about the dynamics and role of standards as well as the lessons learned from the municipal protective shield.
The specialist conference series of the Competence Centre has been held annually since 2010 and is organized under the direction of Prof. Norbert Kersting. In addition to a change of perspective (federal, state and local authorities), the series focuses on combining research and practice. Competent experts report on their specialist areas and present the latest solutions in financial policy.
Direct and Deliberative Democracy. How to Measure Integrity?
The DDD research group focused on integrity of direct and deliberative democracy. Included an elevation of the Turkish referedum by Max Grömpin and Norbert Kersting. The new research instrument direct and deliberative democracy index (DDI) was tested.
A systematical framework analyzed processual integrity. Furthermore a comparative study on global citizen initiatives and global referendums. Other comparative studies analyzed Mexican cities and Barcelona.
