Agri-food systems are globalized: production, processing, transportation, and consumption stages are in the hands of different actors and places worldwide affecting how agri-food policies are designed. Based on this, the purpose of this thesis is to contribute to the broader debate of which are the possibilities and limitations for transformation in the agri-food systems with a particular focus on the commodity-producing countries that own the lands and the natural resources, Moreover, it attempts to provide further inputs to the forest policy literature about the drivers that explain design and implementation of forest policy in commodity producer countries as part of global value chains. Against this background, this thesis presents research on the conceptual framework and the two case studies with the following research question: How do different factors interact to shape the policy processes for the design and implementation of national policies on native forest areas? With a focus on Paraguay and Argentina, this project will do a comparative analysis of native forest policy process related to the Gran Chaco forests.
