Deliberation 2.0: From system-supporting governance tool to new spaces for transformation?
This cumulative dissertation project investigates ways to foster the transformative potential of deliberative citizen participation. The project combines concerns of political science sustainability research with debates in political theory and critically engages with the current mainstream of deliberation research.
In both research and political practice, deliberative citizen participation (e.g. in the context of citizens' councils or dialogues) is seen as a promising democratic innovation with the potential to improve the quality of the democratic system and, at the same time, promote sustainable policies. Accordingly, deliberative participation appears to be a suitable instrument in response to democratic and socio-ecological crises. However, recent research casts doubt on whether this potential is realised in participatory practice. Rather, the synopsis of critical findings suggests that deliberative participation primarily has a system-stabilising effect, which raises the question: How can spaces be opened up in deliberative democracy to interrupt or question established (unsustainable) systems and structures and for a (sustainability) transformation?
As this dissertation project argues, the answer to this question requires a power-sensitive perspective on deliberative participation. Thus, the dissertation project aims to develop a power-sensitive deliberation model that is (actually) capable of promoting transformative effects of deliberative participation.
