AbstractIn order to correctly identify the most effective political instruments
for facilitating electricity efficient behaviour, it is necessary to
develop a shared understanding of effectiveness as such. For this, the
following article proposes the terms “output”, “impact” and “outcome”
which stem from research on evaluation and implementation. In the
course of the further research project, these terms can be used as
conceptual reference points for different empirical approaches.
Furthermore, the discussion points out that a merely “outcome oriented”
analysis of effects is not sufficient, when trying to transfer
internationally effective political instruments to Germany. Apart from
this, the following aspects are crucial: (1) The reasons for the
effectiveness of a political instrument abroad must be comparable with
the framework conditions in Germany. (2) The effectiveness of an
instrument for electricity saving in private households further depends
on the kind of barriers which are to be overcome, both on the consumer
and/or the consumer environment level. Thus it is advisable to
differentiate successful instruments into the different types of
barriers. (3) The analysis on the political instruments which are
discussed or used in Germany must run simultaneously to parts of the
effectiveness analysis. If not, the research project runs the risk of
recommending political instruments or combinations of such which
already exist.
