The seminar examines theory and practice of global governance by focusing on different types of actors and arrangements, the relationships between them, and the various institutional forms through which they interact. We will review influential contributions to theorizing governance beyond the state over the last thirty years by authors such as John Ruggie, Anne-Marie Slaughter, Nico Krisch, and Michael Zürn. Part of the theoretical reflection will deal with normative issues (esp. legitimacy and authority) while the practice element will we added throughout the course by applying theoretical expectations and insights to concrete instances of issue-specific governance arrangements (public health, human rights, trade/investment etc.).
