Prof. Dr. Mervin Kumara Weerasinghe heads the Department of Library and Information Science at the University of Kelaniya in Sri Lanka and has been a Senior Fellow in the sub-project “Digital Access to Library Content – Legal Frameworks in Germany and Sri Lanka” at the Centre for Advanced Study since 2024.

Weerasinghe studied Library and Information Science at the Universities of Kelaniya (B.A. 1985) and Punjab (M.Lib.I.Sc. 1993) before completing his doctorate at the University of Kelaniya. Since 1985, he has continuously held teaching positions at the University of Kelaniya. He was the Director General of the National Library and Documentation Board of Sri Lanka from 1999–2008 before being appointed Professor in the Department of Library and Information Science at the University of Kelaniya in 2009.

His research interests include national libraries, technical library services, library management, e-information services and reader services.
