As early as the 1960s, newspaper publishers complained about the fee-financed, competition-distorting monopoly of public broadcasting. At that time, publishers were wary of the right of ARD and ZDF to broadcast advertising, but today the focus is on digital offerings. BDZV President Mathias Döpfner, who has been in office since 2016, has pushed the discussion to a verbal peak with his accusation of “state television”. A look at the historical and current media policy shows that the dispute is an old one, that the actors and accusations have not changed significantly, but that the tone of some commentaries exceeds what is ethically justifiable. But is the current debate perhaps only a media staging in which the wrong players are pilloried?
