Abstract

What is the role of public service broadcasting when it comes to media plurality? While some see these organizations as a wholly positive contribution to a diverse media landscape, others accuse them of market distortion and political parallelism. This contribution provides a twofold examination of the multi-layered relationship between public service broadcasting and media plurality: From the perspective of changing theoretical concepts and regulatory goals, and based on the empirical analysis of the EU Media Pluralism Monitor. On the one hand, this examination shows that it is not market distortion, but the lack of social inclusion that limits the plurality of public service broadcasting. On the other hand, the adaptation of an antagonistic view on media plurality is suggested. Using four current discussions on public service broadcasting, it compares this view with the standard deliberative view.
