The article deals with public service broadcasting from a social and media ethical perspective. The importance of public broadcasting (PB) in Germany consists in the services that this institution provides for society and its members. In the first section, the text develops norms and requirements for the PB in order to first clarify the significance and function of the media of public communication for democracy and society. In a second step, the text situates the PB in this socio-ethical context, using the terms functions and services, and addresses the peculiarities of the PB in the media system. Finally, the terms technology and self-determination refer to the connection between social self-determination through media on the one hand and technical structural change on the other.
